Accessible web design for visually impaired - browser magnifier or dynamic CSS?

In the past, before browsers had the ability to magnify text on the screen, accessible design was done by having a control that could globally adjust the CSS definition of font sizes. I'm wondering whether this is necessary today, given the browsers' abilities to magnify text? I like the browser built-in magnification ability, but on some sites, the this feature doesn't seem to work properly and causes some text to run over other text. What's the current common wisdom on the proper way to make a site accessible to visually impaired people?

The reason it's still important is so that you can control the look of your website, so when text is enlarged you've tested to make sure it keeps structure. Here's a free and open source website template:

that uses the dynamic CSS swap out to control font size. I'd recommend downloading it and just taking the parts you need and then customizing them.
