Sale of Canteen Stores Deptt goods is becoming unrestricted.?

on principle only men in uniforms are entitled. it's now extended to even civilians in defence est. even the CDA ( the watchdog ) offices are running so called Unit Run Canteens selling CSD goods to earn profits. Only men in uniform posted to small or big units are auth to run a CSD canteen .
it's a vicious circle. more sales means less sales tax. more sale means more profits in private funds. more pvt fund held by govt officials means more mis-use. pvt fund hence no audit leads to corruption, litigations and corruptions.and the corruption becomes the norms. public fund is then misappropriated and this cycle of corruption goes farther and deeper resulting into a crippled defence forces busy fighting a loosing battle against the enemy within. and that's the point the men in civvies must understand .

it is bad if the subsidy is given by tax payers money otherwise what is the harm in that?
